Burnsville Heights Area
The Burnsville Heights Area is planned for a 2018 street reconstruction project. This street reconstruction project consists of complete curb and gutter replacement, roadway reconstruction, water main replacement, storm sewer repairs and upgrades, and sanitary sewer repairs.

Final Assessments for the Project
Public hearing notices, proposed final assessment amounts, and terms of repayment were mailed to owners of affected parcels on August 17, 2018. Final assessments were adopted following the public hearing on September 4, 2018. Full payment of assessments will be accepted through October 31, 2018. Assessments not paid in full by October 31, 2018 will be levied as a special assessment on your property taxes over a period of years with interest, as detailed in the invoice that was sent in the August 17, 2018 mailing. The contractor placed straw mulch in the areas that have not been sodded. This mulch is temporary cover to reduce erosion in the spring prior to sod being placed. The straw mulch will be removed prior to sodding in the spring.
September 25, 2018
The contractor for Centerpoint Energy is working on gas service connections to the new gas main that they recently installed. Service connections are anticipated to be complete early in the week of 10/1/18. The City's contractor is scheduled to start boulevard restoration and raise utility castings starting the week of 10/1/18. Once started boulevard restoration will take about two weeks to complete.

Paving the first layer of asphalt in Phase 2 is scheduled for Tuesday (9/11/18). Asphalt driveway apron installations in Phase 2 are scheduled for Wednesday 9/12/18.
September 5, 2018
Susan Lane just north of the farthest south intersection with Shirley Drive will be closed for several days starting Thursday 9/6/18 for the installation of a concrete valley gutter. Access will be maintained via the farthest north intersection of Susan Lane and Shirley Drive. Please see the Project Status Interactive Map for more details. August 30, 2018
The contractor is pouring curb today in Phase 2 but may not complete all of it. They are scheduled to complete pouring curb in Phase 2 tomorrow (8/31/18), weather permitting. If rain occurs Friday 8/31/18 the completion of curb in Phase 2 may be delayed until Tuesday 9/4/18. Concrete driveways in Phase 2 will be poured early to middle in the week of 9/3/18.

Curb in Phase 2 has been postponed to Thursday 8/30/18 due to rain. Door notices have been distributed to residents in Phase 2 detailing timeline and parking.
August 23, 2018
The contractor will be paving Phase 1 of the project today (8/23/18) at 2 pm to seal the streets up before the potential Friday rain. Asphalt driveway aprons in Phase 1 are scheduled for installation on Monday 8/27/18. Curb in Phase 2 is scheduled for installation Wednesday 8/29/18. Door notices will be dropped off to residents in Phase 2 detailing curb schedule and parking the day before curb begins. Affected residents will be restricted from driveway access for 3-5 days. August 15, 2018
138th Street is closed today (8/15/18) for street excavation and grading. Access to the neighborhood is available via the Shirley Drive and Steven Road intersection. The concrete contractor will be returning Thursday 8/16/18 to pour concrete driveway aprons in Phase 1. Notices for concrete driveways in phase 1 have been dropped off for affected residents. Road grading will continue in Phase 2 until completed.
August 8, 2018
The contractor is completing grading in Phase 1 today (8/8/18). Phase 2 grading will start tomorrow (8/9/18). Curb installation in Phase 1 is scheduled to start Tuesday 8/14/18. Notices will be dropped off to affected properties the day before curb pouring occurs. Affected residents will be restricted from driveway access for 3-5 days. This restriction may last longer if a concrete driveway apron is being installed.
July 27, 2018
The contractor is completing water main installation in Phase 2 today (7/27/18). Early in the week of 7/30/18 the contractor will be doing manhole reconstructions and storm sewer upgrades. Excavation and grading will continue in Phase 1 Monday 7/30/18. Mid to late in the week of 7/30/18 the contractor will be connecting water services to the new water main. Curb installation in Phase 1 is tentatively scheduled for 8/8/18.

138th Street from Shirley Drive to County Road 5 will be closed Friday 7/27/18 for water main installation. There will be no other work going on in the project and access will be open via Shirley Drive at Steven Road. 138th Street will be reopen at the end of the day Friday 7/27/18.
July 23, 2018
The contractor doing excavation and grading in Phase 1. They are progressing in a looped pattern on Shirley Drive towards Susan Lane, then north on Susan Lane, then west around the Shirley Drive loop. The contractor is also replacing water main on Shirley Drive in Phase 2. The water main replacement will progress on the south bend of Shirley Drive from Susan Lane to 138th Street, then move to the north bend from Susan Lane to 138th Street, and end with 138th Street from Shirley Drive to County Road 5. Water service connections are complete in Phase 1. The contractor is doing manhole reconstructions and storm sewer installation in Phase 1 Thursday 7/12/18 and Friday 7/13/18. Grinding up of the remaining street in Phase 1 and the water main side of the street in Phase 2 is scheduled to start Monday 7/16/18. Grading in Phase 1 is scheduled to begin on Tuesday 7/17/18 starting on Shirley Drive at Steven Road. Water main installation in Phase 2 will start mid to late in the week of 7/16/18. Water main installation in Phase 1 is complete. Temporary water main installation is underway in Phase 2. Water service connections in Phase 1 have been rescheduled to start Monday 7/9/18 on Shirley Drive near Steven Road and progress around the Shirley Drive and Susan Lane loop. Homes in phase 1 will be transferred over to the new water system after service connections are complete. The contractor will drop off flyers and knock on doors to schedule service transfers. The Contractor is installing water main on Shirley Drive on the loop west of Susan Lane today (7/2/18) and tomorrow (7/3/18). The Contractor is scheduled to start water service connections on Shirley Drive east of Steven Road starting Thursday (7/5/18). The Contractor will not be working Wednesday 7/4/18.

The Contractor is installing water main in Phase 1 and is on Susan Lane working north from Shirley Drive. The Contractor plans to complete water main installation on Susan Lane first then move to the Shirley Drive loop west of Susan Lane. Main line water main installation in Phase 1 is expected to be completed around Thursday 7/5/18. The Contractor will begin connecting homes in Phase 1 to the new water main after the main installation is complete. The Contractor will be constructing the project in two phases per the Burnsville Heights Area Project Phasing Map. The Contractor is setting up temporary water main in phase 1 of the project. The Contractor is scheduled to reclaim phase 1 streets on the water main side of the streets starting Tuesday, 6/12/18 at 7 am. Access to properties will be maintained as feasible. However, when the construction passes a driveway the access will be shut down during the day. Access will be restored in the evening before the contractor leaves each day. The City Council awarded a construction contract to Northdale Construction Company, Inc. at their April 17, 2018 regular meeting. The contractor is tentatively scheduled to start the project around middle to late May 2018. An Open House is scheduled for Thursday, May 3, 2018 from 3:30 pm to 6:00 pm in the City Council Chambers at Burnsville City Hall, 100 Civic Center Parkway. Residents in the project area will be sent an invitation to this meeting. Engineering staff will be available to answer questions about construction, the contractor's proposed schedule, and will take comments concerning the improvements.

A Public Hearing was held on March 6, 2018. The City Council ordered the improvements, approved the plans & specifications and ordered advertisement for bids. Bids will be received in early April and a contract will be awarded at the April 17, 2018 City Council meeting.

The City Council received the Preliminary Report for this project at their February 20, 2018 regular meeting. A Public Hearing is scheduled for Tuesday, March 6, 2018, at 5:30 p.m. in the City Council Chambers at Burnsville City Hall, 100 Civic Center Parkway. The Public Hearing is a meeting where the City Council receives public testimony regarding the improvement. You are invited to address the City Council if you have concerns with any portion of the project. Public Hearing notices and invitations have been mailed to effected property owners.
